The risk assessment organization and management structure consisted of three groups: a Management Team, an Advisory Panel, and Project Managers. The USCG, ADEC, and Cook Inlet RCAC constituted the Cook Inlet Risk Assessment (CIRA) Management Team. The Cook Inlet RCAC administered state-appropriated funds and the USCG administered federal funds dedicated to paying for the risk assessment.
The Advisory Panel included stakeholders and experts with local knowledge and expertise on all issues pertinent to the assessment, such as local infrastructure, relevant industries, waterways and their navigation, weather, and habitats. The Advisory Panel operated independently from the Management Team.
The Project Manager, Nuka Research and Planning Group, coordinated the project on behalf of the Management Team and provided for sub-contracting services necessary to conduct the work plan. Pearson Consulting, LLC co-managed the project.
