The risk assessment organization and management structure consists of three groups: a Management Team, an Advisory Panel, and Project Managers. The USCG, ADEC, and Cook Inlet RCAC constitute the Cook Inlet Risk Assessment (CIRA) Management Team. The Cook Inlet RCAC is the entity responsible for administering state-appropriated funds and the USCG is administering federal funds dedicated to paying for the risk assessment.
The Advisory Panel includes stakeholders and experts who bring local knowledge and expertise on all issues pertinent to the assessment, such as local infrastructure, relevant industries, waterways and their navigation, weather, and habitats. The Advisory Panel operates as an independent entity from the Management Team.
The Project Manager, Nuka Research and Planning Group, is coordinating the project on behalf of the Management Team and provide for sub-contracting services necessary to conduct the work plan.
